Canadians have fallen for a Chinese government "charm offensive," says a former Canadian diplomat and specialist on Chinese mafia "Triad" gangs and Communist China's government-directed espionage in Canada.

"I think politicians have to take off rose-coloured glasses and realize what China is all about," says Brian McAdam. "The Canadian government thinks it has to pander to China's needs and to align its foreign policy towards China. This is foolhardy."

Mr. McAdam had a 30-year career in Canada's diplomatic service with assignments in Europe, the Middle East, the Caribbean and the Far East. His career ended soon after he discovered a lucrative visa-for-sale scam operating inside Canada's consulate in Hong Kong.

He spent several years warning the Canadian government that Canada was admitting Chinese criminals and government spies. Immigration and External Affairs (now Foreign Affairs and International Trade) ignored his consular reports.

Ostracized and in ill-health, Mr. McAdam took early retirement in 1993, at age 51. However, he later instigated a joint CSIS-RCMP investigation, Project Sidewinder, which, in its 1997 report, confirmed his findings.

"This document," said the Sidewinder Report preface, "does not present theories but indicators of a multifaceted threat to Canada's national security based on concrete facts drawn from the databanks of the two agencies involved (RCMP and CSIS), classified reports from allied agencies and various open sources." A few days after the Sidewinder team submitted its report, CSIS ordered all copies destroyed and the investigation disbanded. CSIS justified the report's destruction as "conspiracy theories -- rumour and innuendo."
Mr. McAdam has now become an international consultant, expert and author on Triads, Chinese Intelligence Services, their partnership and activities in Canada and worldwide.

He says that five myths perpetuate the West's "fantasy" view of China.

Myth 1: Trade with China benefits Canada

"How many times have you heard that China is now Canada's second largest trading partner?" asks Mr. McAdam. "This means that China is our second-largest source of imports after the U.S. -- not that our trade with China has improved."

He notes that China now exports more than four times as much to Canada ($38.3 billion) as we are selling to them ($9.3 billion). Statistics Canada says the Canadian trade deficit with China expanded from $3.9 billion in 1997 to $26.8 billion in 2006.

"China is really using Canada almost as a colony," says Mr. McAdam, "getting raw materials from us and selling them back to us in finished products ranging from furniture and clothes to plastics and high-tech equipment.

"Canada doesn't need China," he says. "China needs Canada."

Myth 2: China has 1.3 billion customers

"It's a mirage -- there are one billion peasants who cannot afford a bottle of Coke," Mr. McAdam says. The real customer base is 300,000 -- people with privileged government positions.

He says that the West's widespread trade deficits with China spring from low wages and prisoner slave labour, counterfeit products and pirated intellectual property.

While a few Canadian companies make money in China, he says, the fantasy of broad-based beneficial trade has been "created by people to justify" a close relationship with China.

Myth 3: China is becoming a democratic nation


"Trade has not brought democracy to China and never will," says Mr. McAdam. Nor will it bring China free speech, free media, free worship or free demonstrations -- graphically confirmed in Tiananmen Square in 1989 and this year in Tibet.

He quotes Chinese Premier Wen Jiabao, who said last year that "democracy is probably still 100 years away."

Myth 4: China has improved human rights

With Olympic visitors gone home, Mr. McAdam predicts, China "will crack down" on its citizens.

Mr. McAdam laments that "nobody is really taking China to task over its human rights violations." Even in Canada, Chinese ?migr?s and students are "intimidated by the Chinese government, which leads them to think that they, or their families back home, will be harmed -- unless they spy." This includes some targeted students, scientists, businessmen, foreign delegations and public servants, he says.

Most of the Chinese media in Canada are controlled by the Communist government or its proxies, says Mr. McAdam. "The information that the Chinese population is getting here in Canada -- they might as well live in Communist China."

Myth 5: China is benign

"China is engaged in a stunning espionage effort, buying ... its way towards high-tech superpower status as fast as it can," says Mr. McAdam. "It wants to have the world's best military."

Ten months ago, the U.S. government concluded, in a 350-page analysis titled 2007 Report to Congress of the U.S.-China Economic and Security Review Commission: "China is supplementing the technologies that its defense industry obtains through commercial transfers and direct production partnerships with an aggressive and large-scale industrial campaign. Chinese espionage activities in the United States are so extensive that they comprise the single greatest risk to the security of American technologies."

(The Sidewinder Report, incidentally, had reached a similar conclusion in Canada: "China is the greatest ongoing threat to Canada's national security and Canadian industry. There is no longer any doubt that the ChIS [Chinese Intelligence Services] have been able to gain influence in important sectors of the Canadian economy, including education, real estate, high technology, security and many others. In turn, it [influence] gave them access to economic, political and some military intelligence of Canada.")

In 2005, during question period, Stephen Harper, then-Conservative leader of the Opposition, criticized the Liberal government for not taking the Chinese espionage threat seriously.

"Today the former head of the CSIS Asia desk (Michel Juneau-Katsuya) confirmed reports from defectors that close to 1,000 Chinese government agent spies have infiltrated Canada,' said Mr. Harper. He quoted Mr. Juneau-Katsuya's estimate that Chinese spies cost Canada $1 billion each month through industrial espionage. Mr. McAdam's conclusion today: "China has dangled billions of dollars of trade, seducing many countries into ignoring human rights issues in China and allowing China to acquire their industrial and military secrets.

"Canada's foreign policy in a nutshell, is 'Shhh, don't upset China because it might affect trade.'

"We need politicians, the media, and others to tell the truth to Canadians and not continue these fantasies. And Canadians must let the government know that a comprehensive China policy based upon facts is long overdue."

Every American\Canadian, New Zealander and Australian needs to read and re-read Chi Haotian?s speech text delivered February, 2006 to all military leaders. The following speech text was recorded and translated by Mr. John R. Rarick, Chairman of the U.S. Day Committee following de-briefing by U.S. Intelligence sources who corroborated its authenticity. (Why has this chilling warning not been debated on ?Meet the Press? or any CNN show?? The consistent references by Chi Haotian to Nazi Germany?s model of race superiority should be chilling in the extreme to our modern sensibilities.)

?Comrades, I?m very excited today, because the large-scale online survey sina.com that was done for us showed that our next generation is
quite promising and our Party?s cause will be carried on. In answering thequestion, ?Will you shoot at women, children and prisoners of war,? more
than 80 per cent of the respondents answered in the affirmative, exceeding by far our expectations.

Today I?d like to focus on why we asked sina.com to conduct this online
survey among our people. My speech today is a sequel to my speech last time, during which I started with a discussion of the issue of the three islands
[Taiwan, Diaoyu Islands and the Spratley Islands --- Ott] and mentioned
that 20 years of the idyllic theme of ?peace and development? had come to
an end, and concluded that modernization under the saber is the only option for China?s next phase.

I also mentioned we have a vital stake overseas.The central issue of this survey appears to be whether one should shoot at women, children and prisoners of war, but its real significance goes far beyond that. Ostensibly, our intention is mainly to figure out what the Chinese people?s attitude towards war is: If these future soldiers do not hesitate to kill even non-combatants, they?ll naturally be doubly ready and ruthless in killing combatants.

Therefore, the responses to the survey questions may reflect the general attitude people have towards war??..We wanted to know: If China?s global development will necessitate massive deaths in enemy countries, will our people endorse that scenario? Will they be for or against it?

The fact is, our ?development? refers to the great revitalization of the Chinese nation, which, of course, is not limited to the land we have now but also includes the whole world. As everybody knows, according to the views propagated by the Western scholars, humanity as a whole originated from one single mother in Africa. Therefore no race can claim racial superiority.

However, according to the research conducted by most Chinese scholars, the Chinese are different from other races on earth. We did not originate in Africa. Instead, we originated independently in the land of China. Therefore, we can rightfully assert that we are the product of cultural roots of more than a million years, civilization and progress of more than ten thousand years, an ancient nation of five thousand years,and a single Chinese entity of two thousand years.

This is the Chinese nation that calls itself ?descendants of Yan and Huang.?
During our long history, our people have disseminated throughout the Americas and the regions along the Pacific Rim, and they became Indians in the Americas and the East Asian ethnic groups in the South Pacific. We all know that on account of our national superiority, during the thriving and prosperous Tang Dynasty our civilization was at the peak of the world. We were the centre of the world civilization, and no other civilization in the world was comparable to ours.

Later on, because of our complacency,narrow-mindedness, and the self-enclosure of our own country, we were surpassed by Western civilization, and the centre of the world shifted to the West.In reviewing history, one may ask: Will the centre of the world civilization shift back to China?

Actually, Comrade Liu Huaqing made similar points in early 1980?s Based on an historical analysis, he pointed out that the centre of world civilization is shifting. It shifted from the East to Western Europe and later to the United States; now it is shifting back to the East. Therefore, if we refer to the 19th Century as the British Century and the 20th century as the American Century, then the 21st Century will be the Chinese Century!! (Wild applause fills the auditorium.)

Our Chinese people are wiser than the Germans because,fundamentally, our race is superior to theirs. As a result, we have a longer history, more people, and larger land area. On this basis, our ancestors left us with the two most essential heritages, which are atheism and great unity. It was Confucius, the founder of our Chinese culture, who gave us these heritages. These two heritages determined that we have a stronger ability to survive than the West. That is why the Chinese race has been able to prosper for so long. We are destined ?not to be buried by either heaven or earth? no matter how severe the natural, man-made, and national disasters. This is our advantage.

Take response to war as an example.The reason that the United States remains today is that it has never seen war on its mainland. Once its enemies aim at the mainland, the enemies would have already reached Washington before its congress finishes debating and authorizes the president to declare war. But for us, we don?t waste time on these trivial things. Maybe you have now come to understand why we recently decided to further promulgate atheism. If we let theology from the West into China and empty us from the inside, if we let all Chinese people listen to God and follow God, who will obediently listen to us and follow us?

If the common people don?t believe Comrade Hu Jintao is a qualified leader, begin to question his authority, and want to monitor him, if the religious followers in our society question why we are leading God in churches, can our Party continue to rule China??

The first pressing issue facing us is living space. This is the biggest focus of the revitalization of the Chinese race. In my last speech, I said that the fight over basic living resources (including land and ocean) is the source of the vast majority of wars in history. This may change in the information age, but not fundamentally. Our per capita resources are much less than those of Germany?s back then.

In addition, economic development in the last twenty-plus years had a negative impact, and climates are rapidly changing for the worse. Our resources are in very short supply. The environment is severely polluted, especially that of soil,water, and air. Not only our ability to sustain and develop our race, but even its survival is gravely threatened, to a degree much greater than faced Germany back then.

Anybody who has been to Western countries knows that their living space is much better than ours. They have forests alongside the highways,while we hardly have any trees by our streets. Their sky is often blue with white clouds, while our sky is covered with a layer of dark haze. Their tap water is clean enough for drinking, while even our ground water is so polluted that it can?t be drunk without filtering. They have few people in the streets, and two or three people can occupy a small residential building; in contrast our streets are always crawling with people, and several people have to share one room.

Many years ago, there was a book titled Yellow Catastrophes. It said that, due to our following the American style of consumption, our limited resources would no longer support the population and society would collapse once our population reaches 1.3 billion. Now our population has already exceeded this limit, and we are now relying on imports to sustain our nation. It?s not that we haven?t paid
attention to this issue. The Ministry of Land Resources is specialized in this issue.
But we must understand that the term ?living space? (lebenstraum) is tooclosely related to Nazi Germany.

The reason we don?t want to discuss this too openly is to avoid the West?s association of us with Nazi Germany,which could in turn reinforce the view that China is a threat. Therefore, in our emphasis on He Xin?s new theory, ?Human Rights are just living rights? we only talk about ?living? but not ?space? so as to avoid using the term ?living space.? From the perspective of history, the reason that China is faced with the issue of living space is because Western countries have developed ahead of Eastern countries. Western countries established colonies all around the world, therefore giving themselves an advantage on the issue of living space.

To solve this problem, we must lead the Chinese people outside of China, so that they can develop outside of China.Would the United States allow us to go out to gain new living space? First, if the United States is firm in blocking us, it is hard for us to do anything significant to Taiwan and some other countries! Second, even if we could snatch some land from Taiwan, Vietnam, India, or even Japan,how much more living space can we get? Very trivial! Only countries like the United States, Canada and Australia have the vast land to serve our need for mass colonization. Therefore, solving the ?issue of America? is the key to solving all other issues.

First, this makes it possible for us to have many people migrate there and even establish another China under the same leadership of the CCP. America was originally discovered by the ancestors of the yellow race, but Columbus gave credit to the White race. We the descendants of the Chinese nation are ENTITLED to the possession of the land!!!

It is historical destiny that China and United States will come into unavoidable confrontation on a narrow path and fight. In the long run, the relationship of China and the United States is one of a life-and-death struggle. Of course, right now it is not the time to openly break up with them yet. Our reform and opening to the outside world still rely on their capital and technology. We still need America. Therefore, we must do everything we can to promote our relationship with America, learn from America in all aspects and use America as an example to reconstruct our country.

Only by using special means to ?clean up? America will we be able to lead the Chinese people there. Only by using non-destructive weapons that can kill many people will we be able to reserve America for ourselves.There has been rapid development of modern biological technology, and new bio weapons have been invented one after another. Of course we have not been idle; in the past years we have seized the opportunity to master weapons of this kind. We are capable of achieving our purpose of ?cleaning up? America all of a sudden.

When Comrade Xiaoping was still with us, the Party Central Committee had the perspicacity to make the right decision not to develop aircraft carrier groups and focused instead on developing lethal weapons that can eliminate mass populations of the enemy country. Biological weapons are unprecedented in their ruthlessness, but if the Americans do not die then the Chinese have to die. If the Chinese people are strapped to the present land, a total societal collapse is bound to take place.

According to the computations of the author of Yellow Peril, more than half of the Chinese will die, and that figure would be more than 800 million people! Just after the liberation, our yellow land supported nearly 500 million people, while today the official figure of the population is more than 1.3 billion. This yellow land has reached the limit of its capacity. One day, who know how soon it will come, the great collapse will occur any time and more than half of the population will have to go.

It is indeed brutal to kill one or two hundred million Americans. But that is the only path that will secure a Chinese century, a century in which the CCP leads the world. We, as revolutionary humanitarians, do not want deaths, But if history confronts us with a choice between deaths of Chinese and those of Americans, we?d have to pick the latter, as, for us, it is more important to safeguard the lives of the Chinese people and the life of our Party.

The last problem I want to talk about is of firmly seizing the preparations for military battle. The central committee believes, as long as we resolve the United States problem at one blow, our domestic problems will all be readily solved.

Therefore, our military battle preparation appears to aim at Taiwan, but in fact is aimed at the United States, and the preparation is far beyond the scope of attacking aircraft carriers or satellites.

Marxism pointed out that violence is the midwife for the birth of the new society.
Therefore war is the midwife for the birth of China?s century.?

FOLLOW-UP INFORMATION ON GEN CHI HAOTIAN- WHO SEES CHINA'S SLAVE EMPIRE BEING THE FIRST IN HISTORY TO GO GLOBAL

No ancient empire became physically global ? the outside world was too distant and vague owing to the lack of later-day communications. Nor were slave empires rarities. Even in the first half of the 19th century, Russia was an empire with ?serfdom? ? slavery-dominated agriculture, and most inhabitants of cities were also slaves, except that they did not have private owners, for whom they would be obliged to work without pay.

Today the entire world is observable from China, and that world might become part of the Chinese slave empire. Thus, such an empire would become global for the first time in history.

The event was so much delayed in global history because in free or freer countries there developed science and engineering ? and hence the most advanced weapons. On the other hand, in the first half of the 20th century, China was ?backward,? and hence it could well be grateful that it would not be conquered by Japan, for example, since the United States, at war with Japan after the latter?s Pearl Harbor attack, dropped on Japan two nuclear bombs.

During the June 4, 1989, massacre of unarmed Tiananmen seekers of freedom, Chi was the Chief of Staff of the People?s Liberation Army and supervised the massacre. Yet President Clinton received him in Washington, with a 19-gun salute in his honor.

Until 2003, Chi Haotian was the Minister of Chinese National Defense. He is now 80 years of age, and in 2005 he was Vice Chairman of China Military Commission.

On 6/24/2009, the Yahoo! readers could read Chi?s speech of December 2005, under the heading ?Speech by Comrade Chi Haotian, Vice-Chairman of China?s Military Commission.? The speech was delivered to the audience of top officers and generals of the People?s Republic of China.

Chi said that he was ?very excited today? because in answering, ?in the large-scale survey,? the ?question ?Will you shoot at women, children, and prisoners of war? [in the U.S.A. and other enemy countries], more than 80 percent of the respondents answered in the affirmative.?

Why was Chi ?very excited? about it?

If China?s global development will necessitate massive deaths in enemy countries, will our people endorse that scenario? Will they be for or against it? The fact is, our ?development? refers to the great revitalization of the Chinese nation, which of course, is not limited to the land we have now, but also includes the whole world.
Chi does not consider German Nazism evil. He considers the Germans insufficiently superior as a race and hence a failure. ?Our Chinese people are wiser than the Germans because, fundamentally, our race is superior to theirs.?

Yet Chi advises to avoid the use of the German word Lebensraum ?too openly? in order to ?avoid the West?s association of us with Nazi Germany, which could in turn reinforce the view that China is a threat.? Chi prefers to use Britain and the U.S.A. as negative examples (and not to praise Nazi Germany):

. . . if we refer to the 19th century as the British Century and to the 20th century as the American Century, then the 21st Century will be the Chinese Century! (Wild applause fills the auditorium.)
How to deal with America?

America was first discovered by the ancestors of the yellow race, but Columbus gave credit to the White race. We the descendants of the Chinese nation are ENTITLED to the possession of that land!
However: ?Only by using special means to ?clean up? America will we be able to lead the Chinese people there.?

Fortunately for the owners of China, these ?special means? are known as biological weapons, and Chi devotes a long paragraph to describe for how long biological weapons have been developed in the People?s Republic of China.

In conclusion, Chi presents his usual excuse. ?It is indeed brutal to kill one hundred or two hundred million Americans. But this is the only path that will secure a Chinese century, a century in which the CCP [Chinese Communist Party] leads the world.?

Now, what is the purpose of making this official top-level speech known to the West? Traditionally, attackers make their war as unexpected as possible. Here the Minister of National Defense of China up to 2003 and then, in 2005 the Vice-Chairman of China?s Military Commission explains to Chinese generals and officers (and to the world, including the U.S.A.) how China will kill by biological weapons one-third or two-thirds (or three-thirds?) of the population of the U.S.A. in order for the Chinese to settle in ?clean America,? that is, America minus one-third or two-thirds (or all?) of its population. Mass robbery via mass murder.

It seems to the rulers of China that China?s strategy should not be concealed but, on the contrary, should scare a potential victim. The United States has freedom, not slavery. The result of slavery in China is the conversion of population into slave soldiers ready to die if necessary when fighting an enemy. The result of freedom, according to Chinese like Chi, is the free search of the free population for its private happiness and first of all safety. Therefore, the free countries should be terrorized to make them surrender, which Chi has been doing for years.

At the same time, Chi declares the Chinese to be the superior race and promises to them the property of the Americans and other inferior races to be murdered by Chinese biological weapons and make the People?s Republic of China a truly global empire for the first time in the history of our planet.

China will attempt to drive an economic and political wedge between Canada and the United States as it moves for a greater stake in this country's natural resources, celebrity historian and author Niall Ferguson said Friday.

"It wouldn't be China if it wasn't looking for a chance to detach Canada from its big southern neighbour and to exploit the resentment many Canadians feel about the United States," said Ferguson.

"There will be more friction between China and the U.S. in the next 10 or 15 years and Canada will find itself in the middle if that becomes a rather fraught relationship," he added.

"Imagine if either the United States or China said to Canada, 'You have to choose.'"

In Ottawa to appear at the Writers Festival and to promote his new book Civilization: The West and the Rest, the Scottish-born Harvard professor told the Ottawa Citizen editorial board that China's lust for Canadian resources should not be difficult for the federal government to rebuff.

"It seems to me unnecessary because Canada doesn't have a major fiscal problem," he said. "It's not as though Canada needs to sell its assets, so I don't see the need for a major realignment of its position as the United States' little brother."

On a recent visit to Australia, Ferguson recalled remarking to an Australian acquaintance: "You realize you're gradually becoming a Chinese colony? He said, 'No mate, it's more like a semi-autonomous republic.' It's a good place to start (when discussing Canada-China relations)."

"I don't think China makes a massive distinction between Australia and Canada," said Ferguson.

"These are thinly populated (nations) with huge quantities of resources that China needs. The question (for China) is: How best to access those? Do you do it by straight forward purchases on the open market or do you want to own them? And if you own them, how far can you go before there is a political backlash. Health fears over pollution levels in Beijing

The Chinese government promised Friday to make its misleading readings of smog levels more accurate after a wave of public anger at Beijing's atrocious pollution.

The capital's pea-soup pollution has worsened dramatically in recent months forcing a leading official to concede that the country's air standards were not being monitored correctly.

Zhang Lijun, China's vice-minister of environmental protection, said air quality in China was poor according to standards set by the World Health Organization. He conceded that Beijing relied on a "limited" system of pollution measurement.

Hua Lei, vice director of the city's monitoring centre, told Xinhua, the state news agency: "We hope the new move can allay the public's fears."

As a pall of yellow-brown smog settled over Beijing Friday, the city's air pollution index stood at 84, or grade 2. That officially made it a "blue-sky day", according to its environmental bureau.

A monitoring station at the U.S. embassy in downtown Beijing produces figures that are published on the Internet which usually tell a different story.

The embassy sensor measures the quantity of airborne particles and then assembles a 500-point index. It scored the air Friday as 229, or "very unhealthy". The U.S. index has twice exceeded 500, triggering a health warning.

Mr Zhang suggested that China would try to measure particulates in the atmosphere more accurately. Tiny microns, or particulates, can pass through the lungs and into the blood, increasing the incidence of heart disease and lung cancer, especially in the elderly and in children.

Xinhua said key industrial cities would try to cut particulate pollution by about 10 per cent in the next four years.

Air pollution was particularly bad in the capital this month, causing a wave of anger on the Internet. A number of Chinese celebrities suggested that the government should adopt stricter pollution standards. They included Pan Shiyi, a property developer who has seven million followers on Weibo, China's version of Twitter.

Mr Pan wrote: "If people know how serious the problem is, they can prevent air pollution and change their unhealthy lifestyles and habits."

Hao Jiming, a professor of environmental science and engineering at Tsinghua University, told Xinhua: "China is among the worst polluted places by particulate matter in the world."

The following speech text was recorded and translated by Mr. John R. Rarick, Chairman of the U.S. Day Committee following de-briefing by U.S. Intelligence sources who corroborated its authenticity. (Why has this chilling warning not been debated on ?Meet the Press? or any CNN show?? The consistent references by Chi Haotian to Nazi Germany?s model of race superiority should be chilling in the extreme to our modern sensibilities.)

quite promising and our Party?s cause will be carried on. In answering thequestion, ?Will you shoot at women, children and prisoners of war,? more
than 80 per cent of the respondents answered in the affirmative, exceeding by far our expectations.

Today I?d like to focus on why we asked sina.com to conduct this online
survey among our people. My speech today is a sequel to my speech last time, during which I started with a discussion of the issue of the three islands
[Taiwan, Diaoyu Islands and the Spratley Islands --- Ott] and mentioned
that 20 years of the idyllic theme of ?peace and development? had come to
an end, and concluded that modernization under the saber is the only option for China?s next phase.

I also mentioned we have a vital stake overseas.The central issue of this survey appears to be whether one should shoot at women, children and prisoners of war, but its real significance goes far beyond that. Ostensibly, our intention is mainly to figure out what the Chinese people?s attitude towards war is: If these future soldiers do not hesitate to kill even non-combatants, they?ll naturally be doubly ready and ruthless in killing combatants.

Therefore, the responses to the survey questions may reflect the general attitude people have towards war??..We wanted to know: If China?s global development will necessitate massive deaths in enemy countries, will our people endorse that scenario? Will they be for or against it?

The fact is, our ?development? refers to the great revitalization of the Chinese nation, which, of course, is not limited to the land we have now but also includes the whole world. As everybody knows, according to the views propagated by the Western scholars, humanity as a whole originated from one single mother in Africa. Therefore no race can claim racial superiority.

However, according to the research conducted by most Chinese scholars, the Chinese are different from other races on earth. We did not originate in Africa. Instead, we originated independently in the land of China. Therefore, we can rightfully assert that we are the product of cultural roots of more than a million years, civilization and progress of more than ten thousand years, an ancient nation of five thousand years,and a single Chinese entity of two thousand years.

This is the Chinese nation that calls itself ?descendants of Yan and Huang.?
During our long history, our people have disseminated throughout the Americas and the regions along the Pacific Rim, and they became Indians in the Americas and the East Asian ethnic groups in the South Pacific. We all know that on account of our national superiority, during the thriving and prosperous Tang Dynasty our civilization was at the peak of the world. We were the centre of the world civilization, and no other civilization in the world was comparable to ours.

Later on, because of our complacency,narrow-mindedness, and the self-enclosure of our own country, we were surpassed by Western civilization, and the centre of the world shifted to the West.In reviewing history, one may ask: Will the centre of the world civilization shift back to China?

Actually, Comrade Liu Huaqing made similar points in early 1980?s Based on an historical analysis, he pointed out that the centre of world civilization is shifting. It shifted from the East to Western Europe and later to the United States; now it is shifting back to the East. Therefore, if we refer to the 19th Century as the British Century and the 20th century as the American Century, then the 21st Century will be the Chinese Century!! (Wild applause fills the auditorium.)

Our Chinese people are wiser than the Germans because,fundamentally, our race is superior to theirs. As a result, we have a longer history, more people, and larger land area. On this basis, our ancestors left us with the two most essential heritages, which are atheism and great unity. It was Confucius, the founder of our Chinese culture, who gave us these heritages. These two heritages determined that we have a stronger ability to survive than the West. That is why the Chinese race has been able to prosper for so long. We are destined ?not to be buried by either heaven or earth? no matter how severe the natural, man-made, and national disasters. This is our advantage.

Take response to war as an example.The reason that the United States remains today is that it has never seen war on its mainland. Once its enemies aim at the mainland, the enemies would have already reached Washington before its congress finishes debating and authorizes the president to declare war. But for us, we don?t waste time on these trivial things. Maybe you have now come to understand why we recently decided to further promulgate atheism. If we let theology from the West into China and empty us from the inside, if we let all Chinese people listen to God and follow God, who will obediently listen to us and follow us?

If the common people don?t believe Comrade Hu Jintao is a qualified leader, begin to question his authority, and want to monitor him, if the religious followers in our society question why we are leading God in churches, can our Party continue to rule China??

The first pressing issue facing us is living space. This is the biggest focus of the revitalization of the Chinese race. In my last speech, I said that the fight over basic living resources (including land and ocean) is the source of the vast majority of wars in history. This may change in the information age, but not fundamentally. Our per capita resources are much less than those of Germany?s back then.

In addition, economic development in the last twenty-plus years had a negative impact, and climates are rapidly changing for the worse. Our resources are in very short supply. The environment is severely polluted, especially that of soil,water, and air. Not only our ability to sustain and develop our race, but even its survival is gravely threatened, to a degree much greater than faced Germany back then.

Anybody who has been to Western countries knows that their living space is much better than ours. They have forests alongside the highways,while we hardly have any trees by our streets. Their sky is often blue with white clouds, while our sky is covered with a layer of dark haze. Their tap water is clean enough for drinking, while even our ground water is so polluted that it can?t be drunk without filtering. They have few people in the streets, and two or three people can occupy a small residential building; in contrast our streets are always crawling with people, and several people have to share one room.

Many years ago, there was a book titled Yellow Catastrophes. It said that, due to our following the American style of consumption, our limited resources would no longer support the population and society would collapse once our population reaches 1.3 billion. Now our population has already exceeded this limit, and we are now relying on imports to sustain our nation. It?s not that we haven?t paid
attention to this issue. The Ministry of Land Resources is specialized in this issue.
But we must understand that the term ?living space? (lebenstraum) is tooclosely related to Nazi Germany.

The reason we don?t want to discuss this too openly is to avoid the West?s association of us with Nazi Germany,which could in turn reinforce the view that China is a threat. Therefore, in our emphasis on He Xin?s new theory, ?Human Rights are just living rights? we only talk about ?living? but not ?space? so as to avoid using the term ?living space.? From the perspective of history, the reason that China is faced with the issue of living space is because Western countries have developed ahead of Eastern countries. Western countries established colonies all around the world, therefore giving themselves an advantage on the issue of living space.

To solve this problem, we must lead the Chinese people outside of China, so that they can develop outside of China.Would the United States allow us to go out to gain new living space? First, if the United States is firm in blocking us, it is hard for us to do anything significant to Taiwan and some other countries! Second, even if we could snatch some land from Taiwan, Vietnam, India, or even Japan,how much more living space can we get? Very trivial! Only countries like the United States, Canada and Australia have the vast land to serve our need for mass colonization. Therefore, solving the ?issue of America? is the key to solving all other issues.

First, this makes it possible for us to have many people migrate there and even establish another China under the same leadership of the CCP. America was originally discovered by the ancestors of the yellow race, but Columbus gave credit to the White race. We the descendants of the Chinese nation are ENTITLED to the possession of the land!!!

It is historical destiny that China and United States will come into unavoidable confrontation on a narrow path and fight. In the long run, the relationship of China and the United States is one of a life-and-death struggle. Of course, right now it is not the time to openly break up with them yet. Our reform and opening to the outside world still rely on their capital and technology. We still need America. Therefore, we must do everything we can to promote our relationship with America, learn from America in all aspects and use America as an example to reconstruct our country.

Only by using special means to ?clean up? America will we be able to lead the Chinese people there. Only by using non-destructive weapons that can kill many people will we be able to reserve America for ourselves.There has been rapid development of modern biological technology, and new bio weapons have been invented one after another. Of course we have not been idle; in the past years we have seized the opportunity to master weapons of this kind. We are capable of achieving our purpose of ?cleaning up? America all of a sudden.

When Comrade Xiaoping was still with us, the Party Central Committee had the perspicacity to make the right decision not to develop aircraft carrier groups and focused instead on developing lethal weapons that can eliminate mass populations of the enemy country. Biological weapons are unprecedented in their ruthlessness, but if the Americans do not die then the Chinese have to die. If the Chinese people are strapped to the present land, a total societal collapse is bound to take place.

According to the computations of the author of Yellow Peril, more than half of the Chinese will die, and that figure would be more than 800 million people! Just after the liberation, our yellow land supported nearly 500 million people, while today the official figure of the population is more than 1.3 billion. This yellow land has reached the limit of its capacity. One day, who know how soon it will come, the great collapse will occur any time and more than half of the population will have to go.

It is indeed brutal to kill one or two hundred million Americans. But that is the only path that will secure a Chinese century, a century in which the CCP leads the world. We, as revolutionary humanitarians, do not want deaths, But if history confronts us with a choice between deaths of Chinese and those of Americans, we?d have to pick the latter, as, for us, it is more important to safeguard the lives of the Chinese people and the life of our Party.

The last problem I want to talk about is of firmly seizing the preparations for military battle. The central committee believes, as long as we resolve the United States problem at one blow, our domestic problems will all be readily solved.

Therefore, our military battle preparation appears to aim at Taiwan, but in fact is aimed at the United States, and the preparation is far beyond the scope of attacking aircraft carriers or satellites.

Marxism pointed out that violence is the midwife for the birth of the new society.
Therefore war is the midwife for the birth of China?s century.?

FOLLOW-UP INFORMATION ON GEN CHI HAOTIAN- WHO SEES CHINA'S SLAVE EMPIRE BEING THE FIRST IN HISTORY TO GO GLOBAL

No ancient empire became physically global ? the outside world was too distant and vague owing to the lack of later-day communications. Nor were slave empires rarities. Even in the first half of the 19th century, Russia was an empire with ?serfdom? ? slavery-dominated agriculture, and most inhabitants of cities were also slaves, except that they did not have private owners, for whom they would be obliged to work without pay.

Today the entire world is observable from China, and that world might become part of the Chinese slave empire. Thus, such an empire would become global for the first time in history.

The event was so much delayed in global history because in free or freer countries there developed science and engineering ? and hence the most advanced weapons. On the other hand, in the first half of the 20th century, China was ?backward,? and hence it could well be grateful that it would not be conquered by Japan, for example, since the United States, at war with Japan after the latter?s Pearl Harbor attack, dropped on Japan two nuclear bombs.

During the June 4, 1989, massacre of unarmed Tiananmen seekers of freedom, Chi was the Chief of Staff of the People?s Liberation Army and supervised the massacre. Yet President Clinton received him in Washington, with a 19-gun salute in his honor.

Until 2003, Chi Haotian was the Minister of Chinese National Defense. He is now 80 years of age, and in 2005 he was Vice Chairman of China Military Commission.

On 6/24/2009, the Yahoo! readers could read Chi?s speech of December 2005, under the heading ?Speech by Comrade Chi Haotian, Vice-Chairman of China?s Military Commission.? The speech was delivered to the audience of top officers and generals of the People?s Republic of China.

Chi said that he was ?very excited today? because in answering, ?in the large-scale survey,? the ?question ?Will you shoot at women, children, and prisoners of war? [in the U.S.A. and other enemy countries], more than 80 percent of the respondents answered in the affirmative.?

Why was Chi ?very excited? about it?

If China?s global development will necessitate massive deaths in enemy countries, will our people endorse that scenario? Will they be for or against it? The fact is, our ?development? refers to the great revitalization of the Chinese nation, which of course, is not limited to the land we have now, but also includes the whole world.
Chi does not consider German Nazism evil. He considers the Germans insufficiently superior as a race and hence a failure. ?Our Chinese people are wiser than the Germans because, fundamentally, our race is superior to theirs.?

Yet Chi advises to avoid the use of the German word Lebensraum ?too openly? in order to ?avoid the West?s association of us with Nazi Germany, which could in turn reinforce the view that China is a threat.? Chi prefers to use Britain and the U.S.A. as negative examples (and not to praise Nazi Germany):

. . . if we refer to the 19th century as the British Century and to the 20th century as the American Century, then the 21st Century will be the Chinese Century! (Wild applause fills the auditorium.)
How to deal with America?

America was first discovered by the ancestors of the yellow race, but Columbus gave credit to the White race. We the descendants of the Chinese nation are ENTITLED to the possession of that land!

Fortunately for the owners of China, these ?special means? are known as biological weapons, and Chi devotes a long paragraph to describe for how long biological weapons have been developed in the People?s Republic of China.

In conclusion, Chi presents his usual excuse. ?It is indeed brutal to kill one hundred or two hundred million Americans. But this is the only path that will secure a Chinese century, a century in which the CCP [Chinese Communist Party] leads the world.?

Now, what is the purpose of making this official top-level speech known to the West? Traditionally, attackers make their war as unexpected as possible. Here the Minister of National Defense of China up to 2003 and then, in 2005 the Vice-Chairman of China?s Military Commission explains to Chinese generals and officers (and to the world, including the U.S.A.) how China will kill by biological weapons one-third or two-thirds (or three-thirds?) of the population of the U.S.A. in order for the Chinese to settle in ?clean America,? that is, America minus one-third or two-thirds (or all?) of its population. Mass robbery via mass murder.

It seems to the rulers of China that China?s strategy should not be concealed but, on the contrary, should scare a potential victim. The United States has freedom, not slavery. The result of slavery in China is the conversion of population into slave soldiers ready to die if necessary when fighting an enemy. The result of freedom, according to Chinese like Chi, is the free search of the free population for its private happiness and first of all safety. Therefore, the free countries should be terrorized to make them surrender, which Chi has been doing for years.

At the same time, Chi declares the Chinese to be the superior race and promises to them the property of the Americans and other inferior races to be murdered by Chinese biological weapons and make the People?s Republic of China a truly global empire for the first time in the history of our planet.

No of course I'm not opposed to criticism of China. What I do object to strongly are those who see China and its 1.3 billion people as inherantly evil, thus excusing every else that for some odd reason seems to be acceptable in their dim view of things. That notion is plainly wrong, as are the people who like to spread that story around as if it holds merit. Of course it does not.
